If you've ever tried to file a tax return, check your tax code or sign up for VAT online, you'll have come across the Government Gateway. It's HMRC's single sign-on for almost every digital service they offer, and you can't get very far without an account.
Most people only set one up once and then promptly forget the details. Here's how it works, what you need to register, and what to do when you can't get back in.
What a Government Gateway user ID actually is
It's a 12-digit number HMRC issues when you register for an online account. You use it together with a password (and a second factor — usually a code sent to your phone) to sign in to gov.uk services.
It is not the same as your UTR, your National Insurance number or your VAT number. Those identify you to HMRC; the Gateway ID just lets you log in.
How to create one
Once the account exists, you'll need to enrol it for the specific service you want — for example, Self Assessment will ask for your UTR and a few personal details to confirm it's really you.
- Go to gov.uk and choose the HMRC service you want to use (e.g. Self Assessment, Personal Tax Account, VAT).
- When prompted to sign in, click 'Create sign in details'.
- Enter your email address and verify it with the code HMRC emails you.
- Set a password and a recovery word.
- HMRC then issues your 12-digit Government Gateway user ID on screen — write it down or screenshot it.
- Add a second factor (text message, authenticator app or voice call) to finish setting up.
Lost your user ID or password?
Both can be recovered from the sign-in page. For the user ID, click 'I have forgotten my Government Gateway user ID' — HMRC emails it to the address on file. For the password, use 'I have forgotten my password' and follow the recovery word prompts.
If recovery fails (e.g. you no longer have access to the email or phone number), you can usually re-establish access by answering security questions about your tax records, or by requesting an activation code in the post.
Personal vs business accounts
Individuals get a personal Government Gateway account for things like Self Assessment, checking their tax code or claiming a refund.
Limited companies, partnerships and agents (like accountants) need a separate organisation or agent account. Don't try to use a personal account for company filings — it won't work, and it creates a mess to untangle later.

- Is the Government Gateway being replaced?
- HMRC is gradually moving services to GOV.UK One Login, but the Government Gateway is still in use for most tax services and will be for some time. If you already have a Gateway account, keep using it until HMRC tells you otherwise.
- Can I have more than one Government Gateway account?
- Yes — you'll typically have a personal account for Self Assessment and a separate organisation account for a limited company. Keep the credentials clearly labelled to avoid mixing them up.
- What if I've never had a Gateway account?
- You can create one in around 10 minutes at gov.uk. You'll need an email address, your National Insurance number and either a UK passport or recent payslip/P60 for identity verification.
